- Batman: The Movie (1966) Joker, Riddler, Penguin and Catwoman. It really was the first one that did that.
- Superman II - Lex Luther, General Zod and his team
- Batman Returns - Penguin and Catwoman
- Batman Forever - Riddler and Two Face
- Batman and Robin - Poison Ivy, Mr. Freeze, and Bane
All of Christopher Nolan's Batman films. There are a few horror movies that did the same thing.

The Silence of the Lambs: Hannibal Lecter and Buffalo Bill
Batman Returns: Max Shreck, The Pinguin and Catwoman
The Green Mile: Percy Whitmore and Wild Bill Wharnton
The Jungle Book: Shere Khan and Kaa
Pinocchio: Stromboli, the Coachman
I'm sure there are many others.
Anyway, if you want to keep Back to the Future Part II, please, do it on the basis of Griff Tannen, but don't consider the other Biffs as "distinct" characters. I'm a huge fan of the trilogy and I believe Biff Tannen from Part II is one of the most underrated movie villains because he's evil at three different phases of life in the same film, young, adult and old.

You suggested this way back when? I guess great minds think alike :P
With respect to your suggestions, as I do plan to add them, you're sure that they follow the parameters I have set right? I want to exclude films like Kill Bill or Suicide Squad where the villains are all working towards the same goal essentially - they demonstrate similar motivations in their pursuit of the hero?
So all of your options follow this?

ElM,
I have seen The Silence of the Lambs (1991), The Green Mile (1999) and the Jungle Book (both versions). Haven't seen Batman Returns and though I have seen Pinocchio (1940), it was so long ago I haven't even rated it on IMDb - I try and stay away from rating films whose plots, themes and characters have mostly escaped my memory. I do in fact remember the others, just looking for a fellow movie mind to validate them with :)
Strangelove's a great one — it'll join the bunch.

Thanks Rocko! I'm glad you liked the idea.. I'm trying to stay away from films with villains who, as I stated, share a common motivating factor.
Solid pick, a classic that I'm sure will get a good amount of votes.
