Personally, I would vote for a Capitol Caper movie that is all about Washington, D.C. Mr. Smith Goes to Washington (1939), The Exorcist (1973), All the President's Men (1976), Being There (1979) and The Day the Earth Stood Still (1951), Captain America: The Winter Soldier (2014) among others come to mind. More than a few of these movies have a token scene set in Washington D.C. and are known as being set in other locales Close Encounters of the Third Kind (1977) @ Devils Tower (Wyoming) /Indiana or are a NYC movie.The French Connection (1971) or Three Days of the Condor (1975). I think the poll suggestion needs to scream Washington D.C., as there are plenty of good movies to do that. If necessary lower the rating requirement to get 6.8 rated movies like The American President (1995) or Dave (1993) if you need to fill out the list, I would love to see  6.1 rated Dick (1999) on the list as it would make my top ten..

Ed, definitely better, i usually check Wikipedia plot summaries for movies i haven't seen or need a refresher when fact checking. i don't mean to nit pick, but there are still some glaring omissions (movies almost completely set/filmed in D.C.) over glaring inclusions (movies barely set/filmed in D.C.).

i would omit
Forrest Gump (1994), Quiz Show (1994), Spider-Man: Homecoming (2017), Clear and Present Danger (1994), JFK (1991), The Silence of the Lambs (1991), The Sum of All Fears (2002), Along Came a Spider (2001), Patriot Games (1992), Wag the Dog (1997) and Rules of Engagement (2000)

i would include
J. Edgar (2011), In the Line of Fire (1993), Thirteen Days (2000), Born Yesterday (1950), In the Line of Fire (1993), The Contender (2000), Dick (1999), Damn Yankees (1958), Charlie Wilson's War (2007), LBJ (2016), Lincoln (2012), The Post (2017) Legally Blonde 2: Red, White & Blonde (2003), St. Elmo's Fire (1985), Vice (2018) Sherlock Holmes in Washington (1948) The Invasion (2007) and The More the Merrier (1943)

I didn't recommend the list, only posted it as a resource and expected you to fact check any movie you added. The titles I specifically listed as recommended were not added however: Thirteen Days (2000), Born Yesterday (1950)  In the Line of Fire (1993), Dick (1999) and The Contender (2000).

Regardless, there is difference between a movie with 10 minutes set in Washington D.C. and an entire movie, in my humble opinion, especially if the poll's title is Capital Capers.

For instance, all the Jack Ryan movies are set all over the place, Plus he works in Langley, VA and resides in Maryland. A better question might be which of those movies do think belongs on a poll called Capital Capers? Anyways, i thought you would want to know,

The Sum of All Fears (2002) 95% of the movie happens in the Middle East, Russia, Langley, Va and Baltimore, MD
Clear and Present Danger (1994) 90% of the movie happens in Columbia, Bogota,  Maryland, Langley, VA. or at sea. I can only think of the White House and hospital scenes as being set in Washington, D.C.

Ryan and his colleagues discern that a crate from the facility in Ukraine was flown to the Canary Islands, then sent to Baltimore on a cargo ship. Ryan warns Cabot, who is attending a football game (implied to be the Super Bowl) in Baltimore with the President, about a bomb threat. The President is evacuated before the bomb detonates, but the city is destroyed and Cabot is killed.

Ed Jones (XLIX), comment was caught in the spam filter. Perhaps because it consisted only of image, but since such usually go through okay... I don't even know. Is spam filter really that smart in recognition and still has mishaps daily?..

TSoaF is about an attack on the president in Baltimore, MD
Washington, D.C. is not hit or the target, but qualifies as a Capital Caper because it is nearby.

The logic astounds me if Washington, DC remotely mentioned it qualifies, regardless of whether it is hatched or happens elsewhere. The examples above contradict each other because in one you claim the conceiving the plan to be key and not where the action happens and in the other example, you claim the opposite. Regardless, I don't think in either movie Washington, DC dominates the story line, at best it is the fifth or so more prevalent location in each movie.

Its about a hit on the boss of the US. The President. I have lived in the tidewater area. I'm from the east coast. 38 Miles is almost next door.

If you bomb the home of the Dallas Cowboys then you only attacked Arlington, Texas.
If you bomb the New York Giants then you have only attacked New Jersey.
If you bomb the Patriots home, then you have only attacked Foxboro.

I doubt fans of the Washington Redskins or Baltimore Ravens consider themselves from the same place and residents would scoff at the notion the cities are basically one or a rebuttal of same difference.

'Another good poll, Ed! Good title, too. There are some very good films on the list and my favorite is 'All the President's Men;' I love that movie. 

May I suggest one tiny edit to the intro? (a comma after "place")
