FYC:

Jacques Tati as Monsieur Hulot, for example in Mon Oncle (1958)
Eva Green as Madelaine in The Salvation (2014)
Takeshi Kitano as Aniki Murakawa in Sonatine (1993)
Peter Stormare as Gaear Grimsrud in Fargo (1996)
Charles Bronson as Harmonica in Once Upon a Time in the West (1968)
Mads Mikkelsen as One Eye in Valhalla Rising (2009)
Arnold Schwarzenegger as the Terminator in The Terminator (1984)
Tommy Lee Jones as Hank Deerfield in The Valley of Elah (2007)

Tati, Kitano, Bronson and Jones have played many similar taciturn characters, so there's just one prominent suggestion for each of them.

Blondie, Vito and Driver. One Eye is pretty good as well, the movie is mediocre though.

Yes, they were!  In the last episode, they actually did speak.  They yelled, "Shut up!" at their annoying wives!  :D

My first thought was The Terminator from The Terminator (1984), but I'm not sure he'll even be my pick, now that I see Jef Costello from Le samouraï (1967) here, as well. Great and very tough poll to vote already.

And then there's Aniki Murakawa from Sonatine (1993). I remembered that movie out of the blue lately and just can't stop listening to score by Joe Hisashi. What an underrated Japanese neo-noir jem, which is also a bit of an homage to French New Wave.

'Great Idea! 'So many good characters. Dwayne in 'Little Miss Sunshine' is great, as well as a few others. My favorite is Melinda from 'Speak.'

NarniaisAwesome, he might as well have my vote, too, although this poll already has a few characters which are my personal favorites. It's interesting thing about Mr. Bean: he talks more depending on medium, but character still remains very much consistent throughout all of his versions. Of course, it helps that Rowan Atkinson is simply a genius actor...

I don't know why I have a lot of favorite characters who barely talk. I can be very talkative, given the right subject (usually one associated with anything regarding audiovisual media)... Although come to think of it, if I don't want to talk I might be nearly silent for days...

Its called reading and studying for a test. It triggers Zombie-like reactions in any normal human.
