This page has The Doctor as a character quoted. However, when you click on the link, it directs to Matt Smith's IMDb page instead of the character page for The Doctor.

That is how it works, see also, for example They Live quotes:

The character names link through to the actors.

If they, for example, linked through to the character page from the quotes there would be circumstances where it'd all fall apart - for characters where a large number of people played the part (like Dracula, for example). Which is why it is done this way, I assume.

The link you provided, is the Octavian (Character) page, a character who appears in two Doctor Who episodes.

For Fun Stuff Quotes, the link for Father Octavian connects to the actor who plays Father Octavian, Iain Glen. Likewise the link for The Doctor connects to the actor who plays The Doctor for the quote listed, Matt Smith (XI).

If you click, "See more ยป" you will see Quotes for Octavian (Character) from "Doctor Who" (2005).

All of the character names for quotes are linked to the actor who plays the characters. Although this may appear confusing, this is the IMDb has mechanized quotation pages.
