November is recognized annually as Adoption Awareness Month. World Adoption Day is observed on November 15th, while the USA's National Adoption Day is observed on the Saturday preceding Thanksgiving each year, November 17th in 2018. The collective effort is intended to raise awareness about adoption. In 2017, nearly 5,000 American youths in foster care were adopted; while another 117,000 plus children in foster care await placement with permanent and loving families. Visit National Adoption Day and Adoption at the Movies for more information.

Urb,
For your consideration:
Penny Serenade (1941)

Although, IMDb has adoption as a keyword, the plot summary makes no mention. Wikipedia has a reasonable plot summary that contains a lot of spoilers.

... Roger and Julie return to San Francisco, and while hospitalized there, Julie learns that she will never be able to have children. Roger tries to console her by telling her that he wants to settle down and buy a small town paper, but Julie responds that a baby is all she ever wanted. ...The film is a highly manipulative tearjerker.
Two years later, while Roger is working late one night, Applejack encourages Julie to adopt a child, and when Roger returns home, Applejack prods him into agreeing to consider adoption. When Julie writes to the orphanage to request a two-year-old boy with curly hair and blue eyes, Mrs. Oliver, the administrator, interviews the prospective parents and later pays a surprise visit to their home. At first disapproving because the Adams house is a cluttered mess, Mrs. Oliver is charmed by the little nursery and tells Julie that a five-week-old baby girl is available for adoption. When Julie and Roger protest that they wanted a two-year-old boy, the age their own baby would have been, Mrs. Oliver assures them that this is the child for them. Roger and Julie consent to see the infant, and when Julie falls in love with the baby, Mrs. Oliver allows them to take her home for a one-year probation period. ...

I considered it,
Penny Serenade
1941 | Movie
7.2
(5,372) initially just missed the cut (#34-#39). I actually bumped it to put my personal favorite,
Journey for Margaret on the list. The fact I have yet to see it, probably cost it spot. Even though somehow a viewing has eluded me all these years, I definitely would have an interest to view it due to the George Stevens, Cary Grant, Irene Dunne, and Beulah Bondi connection. This was one of those poll suggestions, I was surprised at how many titles fit the bill. I guess that type of lot element really plays well in a story line.
Thanks, for the feedback. I added it back onto the list.
PS I highly recommend the 7.2 IMDb rated Journey for Margaret (1942) if you haven't seen it.

My ultimate tearjerker about adoption is Any Day Now. Absolutely shattering. The actor who plays the kid, who has Down Syndrome, is A-MAZ-ING.

Why not the original Superman?
Please, do consider: Mother and Child (2009)

Thanks, I did add Mother and Child from the honorable mention list, but I had to cut Teenage Mutant Ninja Turtles
(2014) to make room for it. Even though I had seen it, I had forgotten it was three adoption stories in one movie.
Why is the original Superman (1978) preferable? Only one movie title per franchise. Both, the original and remake, Man of Steel (2013) seem to cover the adoption story equally and were similarly rated. I opted for the newer more relevant version with five times as many votes. I am giving a fair share of slots to less widely seen, highly rated, adoption-centric movies, I need some heavyweights to balance out the answer pool. In the end, they were fairly close and it was a tough decision to choose Man of Steel, as I was leaning toward Superman too.
P.S. I did go the other way choosing Greystoke: The Legend of Tarzan, Lord of the Apes (1984) over the newer The Legend of Tarzan (2016).

Another good one, keep the suggestions coming. I keep finding more titles that qualify, at least another half-dozen high seven, low eight IMDb rated movie titles in the past day alone.

urbanemovies,
You may find this Advanced Title Search useful:
Feature Film Rating Count at least 25,000 adoption (Sorted by IMDb Rating Descending)

Thanks, It was helpful even though I have the same search posted above (except sorted by IMDb votes descending). I just saw a few more titles pop up on the radar including Manchester by the Sea and The Truman Show (I added) that weren't on the top of my mind. I actually like the answer list as it stands, handpicked to create an interesting mix of adoption-related movies. I am never going to fit them all and some decent and worthy titles will be left off regardless. I think if this gets published and with the half-dozen new adoption titles that come out each year, it might be worth revisiting on National Adoption Day every two years. As there are at least a hundred noteworthy adoption titles that didn't make this answer list and enough viable titles (honorable mentions plus others) to make quality sequel polls on an on-going basis.
P.S.
I removed My Flesh and Blood 2003 | Movie 8.4 (1,652) and Journey for Margaret 1942 | Movie 7.2 (636) to make room for the two added titles. Another fine quality of the answer mix it seems to cover the adoption theme from a variety of perspectives, as well as, a range of vastly different scenarios. At this point, it getting hard to argue there are any gross omissions, as any title left off has an equally worthy counterpart already on the list, that fills some role to give a full spectrum of adoption-related titles to the answer pool.
