Joker, Darlsiad, Riddler, Catwoman, Harley Quinn and Lex Luther says it all, DC.
Catwoman when she is evil. Remember She and Harley for both sides of good and evil.

Several of the Marvel heroes are former super-villains as well: Hawkeye, Scarlet Witch, Quicksilver, Swordsman, Wonder Man, Magneto, and the White Queen being the most prominent ones. For a while it was considered groundbreaking for villains being the ones seeking redemption. 

Nearly every character who has ever joined the Thunderbolts has played both hero and villain at times. The team typically occupies a gray area in the spectrum between good and evil.

I'd have to think about which media franchise has more villains who meet certain criteria, like not only being challenging to defeat but also very capable of motivating strong superheroes to turn into villains. In general, they both have "cool" villains. Regardless, the poll proposal seems worthy.

If it comes to comics, DC.

But in the movies Marvel is best in practically everything, including the villian characters. (considering Nolan films something appart of course)

I don't know hardly anything about the super-hero/comic-book-movie universes so this is just an uninformed idea: Would this work better with photos of a representative villain for each instead of the heroes? For example, maybe Joker for the one and Thanos for the other? If that be an instant landslide for Joker (if Ledger's Joker is used), maybe a different character for DC. (Wait, Joker is with DC, right? See -- I told you I don't know anything about this, lol.)

This is further obfuscated by the fact that Marvel Studios only has license to use some of the Marvel Comics characters, whereas other "Marvel" characters are split among Fox and Sony, possibly some additional studios. Netflix factors into that too. The Marvel Comics world is huge. In some ways, DC could be seen as huge too, when other comic lines beyond the Justice League are accounted for, such as Dick Tracy (to which Warner Brothers might not have license).

Technically Netflix shows are situated in the same universe, MCU. However executives have shown reluctance including the chatacters from the shows in the movies and vice versa since they started in 2015 (despite numerous mentions and shared events). I think it will eventually happen one day or another because everyone, from actors to audience are expressing their interest in that happening, even if for small cameos. Some people hoped that to happen in Avengers: Infinity War, but alas.

Yes, vague references to the Loki-lead Chitauri invasion of New York City were made in the first seasons of Daredevil, Jessica Jones, Luke Cage and Iron Fist, which take place in New York City, particularly various parts of Manhattan, but that seems to be the extent of the references.

I also brought all that up about "obfuscation" because the PS looks more like adversaries of Justice League versus adversaries of Avengers and Guardians of the Galaxy than DC villains versus Marvel villains, because of the villains mentioned and villains omitted, in the image descriptions. Hm.

Appearing nearly non-stop since he debuted in "Batman" #1 (June, 1940). He and Catwoman (who debuted in the same issue) are among the oldest DC characters still being used.

Migjen, did you want to replace the pictures of the heroes with a representative photo of a villain for   each (one for DC and one for Marvel) or do you want to stay with the photos of the heroes? 'Just wanted to see if you saw the suggestion for a representative villain for each and if you consider this complete as is. Thanks. :)

DC → Batman → Bob Kane's villains.
I like them mostly because they're humans (Joker, Mad Hatter, Two-Face, Penguin)
