Marvel first's superhero movie featuring an Asian protagonist is currently being fast-tracked by the studio. The movie focuses on martial arts hero, Shang-Chi, with a script by Chinese-American screenwriter Dave Callaham (The Expendables, Wonder Woman 1984) and helmed by Japanese-American director Destin Daniel Cretton.(Short Term 12, The Glass Castle).
According to Polygon, "Marvel allegedly wants to create a film with as much impact for the Asian and Asian-American communities as Black Panther (2018) garnered with the African and African-American communities, a film crafted by Asian and Asian-American filmmakers that explores themes specific to the Asian and Asian-American experiences."

2.)Why are Native Americans listed? There is some small genetic links but that's true of most, if not all, races and ethnicities. This is what is stated on the website for the Heritage Month:

A rather broad term, Asian/Pacific encompasses all of the Asian continent and the Pacific islands of Melanesia (New Guinea, New Caledonia, Vanuatu, Fiji and the Solomon Islands), Micronesia (Marianas, Guam, Wake Island, Palau, Marshall Islands, Kiribati, Nauru and the Federated States of Micronesia) and Polynesia (New Zealand, Hawaiian Islands, Rotuma, Midway Islands, Samoa, American Samoa, Tonga, Tuvalu, Cook Islands, French Polynesia and Easter Island).

His last reply was leap day. Feb 29. Lately he has been taking log gaps between activity. I think it had to do with the request to stop the excessive bumping a while back. He was one of the ones that did it a lot.

With regard to which minorities are included, the Canadian website says, "Over the last two centuries, immigrants have journeyed to Canada from East Asia, Southern Asia, Western and Southeast Asia ..."
So they are not counting indigenous Americans or others who may have migrated thousands of years ago.
Maybe you don't have to include a specific definition of the word Asian at all.

Most anthropologists recognize 3 or 4 basic races of man in existence today. These races can be further subdivided into as many as 30 subgroups.
Ethnographic division into races from Meyers Konversationslexikon of 1885-90 is listing:
- Caucasian races (Aryans, Hamites, Semites)
- Mongolian races (northern Mongolian, Chinese and Indo-Chinese, Japanese and Korean, Tibetan, Malayan, Polynesian, Maori, Micronesian, Eskimo, American Indian),
- Negroid races (African, Hottentots, Melanesians/Papua, “Negrito”, Australian Aborigine, Dravidians, Sinhalese)

I'm inclined to exclude Native Americans / First Nations, despite them belonging to the Mongoloid group, but include East Indians, despite them being of mixed Caucasoid (Semitic, Persian) & Negroid (Dravidian) heritage.
This is more in keeping with the groups that are considered "Asian an Pacific Islander" in the North American context in the 21st century.
Edit: I see rubyfruit has explained this in much greater detail than I have above.
I strongly suggest you go with her guidelines.

According to Wikipedia, Black Mask, the protagonist of a 1996 Hong Kong film: Tsui Chik (or Simon in the US version) tries to lead a quiet life as a librarian. However, he is really a former test subject for a highly secretive supersoldier project and the instructor of a special commando unit dubbed "701". The 701 squad is used for many government missions, but after one of the agents kills a team of policemen in an uncontrollable rage, the government decides to abort the project and eliminate all the subjects. Tsui Chik helped the surviving 701 agents flee the extermination attempt. Having escaped, Tsui Chik went separate ways from his team and lived in Hong Kong. Later at night he discovers that the rest of the team were responsible for a violent crime spree that was beyond the capability of the local police. He sets out to get rid of them, donning a mask and hat using the superhero alias of The Black Mask. Having lost the ability to feel pain due to the surgery performed on the super-soldiers by the military, Black Mask is almost invulnerable."
