Long-term, my choice is Murtagh, though I also like Jenny very much, as well as the Laird.

It was tough leaving them off, Bonnie Prince Charlie, Ned Gowan and the Duke of Sandringham were my three final cuts. I opted to cut them over fan favorites: Master Raymond, Angus Mhor, Rupert MacKenzie, Mr. Willoughby, Mother Hildegarde and Laird Colum MacKenzie. All of these characters story lines has supposedly ended.

I need to save some spots for characters whose storyline is still emerging or have yet to be introduced, but will have a significant single or mutli-season impact. The challenge is I have already used two-thirds of the total answer slots and the TV series, counting the upcoming fourth season has only adapted four novels from an at least nine novel series. The series already has been renewed through season six, I only have two to three characters per future season (depending on future renewals).

I don't see those two characters being in the top twenty in vote totals, over even making the top ten within their own seasons. I can only add them back in, if I am willing to take someone else off the current list. It is important for me to have each season's cast of characters, as well as, less prominent fan favorites from each represented. In the end, I am choosing to keep the answers current to the present story line over notable characters from the honorable mention list.

It was tough to get season four's supporting character list down to four: Stephen Bonnet, Jocasta Cameron-MacKenzie, Ulysses and Rollo.

'Outlander' Reveals Season 5 Cast Additions — Meet the Beardsleys!

"Season 5 covers the events depicted in Diana Gabaldon's The Fiery Cross, the fifth book in her Outlander series. In The Fiery Cross, Josiah and Kezzie are introduced as orphaned twins serving the owner of Beardsley's Trading Post, Aaron Beardsley and his wife, Fanny. Fanny is the fifth wife of Beardsley in the book and essentially a prisoner, and like Josiah and Kezzie, Fanny crosses paths with the Frasers. Meanwhile, if they events of the series line up with its inspiration, Donald's Phillip Wylie, a plantation owner, will encounter Claire (Caitriona Balfe) and Jamie (Sam Heughan) at River Run." 

Also, previously introduced season four characters have continuing story lines that extend into season six: Phaedre (Natalie Simpson), Lizzie Wemyss (Caitlin O’Ryan), Ulysses (Colin McFarlane) and Lord William Ransom (Oliver Finnegan) and others.
