I have omitted the German and English designation until I re-watch or can confirm he spoke those languages. Regardless, he does qualify on the basis of his use of Italian.

Holly Hunter won the Best Actress Oscar for her role in
the acclaimed film, The Piano
(1993)
.
"While people often mis-remember this character as one who is unable to
speak, in actuality the character just chooses not to. As she explains
in voice over narration: “I have not spoken since I was six years old.
Nobody knows why, least of all myself. This is not the sound of my
voice; it is the sound of my mind.”" Her character never speaks on-screen throughout the entire film, so I think it qualifies as a non-speaking role. You do hear her thoughts via the voice-over narration more toward the beginning and end of the film, but she speaks.

In 2018 at the 90th Academy Awards, Sally Hawkins with a sign language speaking Best Actress win for The Shape of Water would become only the sixth actor or actress to "officially" secure an acting Oscar win with a performance primarily in a non-spoken language.

In 2017 at the 89th Academy Awards, had French actress Isabelle Huppert won an Oscar for Elle, she would have become only the eighth actor or actress to win an Oscar for acting in non-English.
