Please review declination of # 191023-191400-100000 (23 October 2019)

Two entries submitted -- one approved and one declined (https://contribute.imdb.com/contribution/191023-191400-100000/?ref_=ra_his_wa). However, the entry that was declined says basically the same thing as the entry which was approved, thus declination makes no sense.
