Snowfall's season two premiere episode Sightlines begins with Reagan's speech that would start the war on drugs. It's obviously a TV broadcast but presented as just the straight speech. Why was this declined for an archive footage credit?
It sets the historical background for what the fictional story that is season two. (There are also a couple of news reporters that appear talking about the speech but I'm terrible at recognizing these guys.) This seems to meet the standard for "If archive footage is an integral part of the title's narrative, it's eligible."
