The displayed mini-bio does not exist in the database; it is generated from the data in other fields in the database when the display page is created. This is only done when there is no actual Biography entered.

To change the birthplace, you need to update the Date of Birth section.

However, IMDb would require evidence, and they do not accept Wikipedia as a source, although they may accept the source that Wikipedia used.

In this particular case, the page you linked includes the line :
Armisen was born in Hattiesburg, Mississippi, and moved to Manhattan, New York City as a baby.[3]
Reference 3 is
Itzkoff, Dave (2005-09-30). "Eccentric on 'S.N.L.' Is 'Jus' Keeeeding!'". The New York Times. Retrieved 2010-10-03.
When I checked out that page,  I discovered that it states in part :
... said Mr. Armisen, who was born in Manhattan and spent part of his childhood in Rio de Janeiro before his family settled in Valley Stream, N.Y.
This agrees with neither Wikipedia nor IMDb. You really need to do some further investigation before submitting a change.

His birth place is found here:
I submitted the updated birth place for you. But you can do this by editing the page and modifying the Date of Birth.
