Star Wars Rebels Season 3 is missing episode 18, or rather, it is mislabled. The episode list jumps from episode 17 to episode 19 even though these episods are exactly one week apart. All other listings show only 21 episodes but the las episode in the list is #22.

The problem is that the first episode Steps Into Shadow is a two-parter episode that aired as a 1 hour TV movie. On IMDb, the two-parts are merged into one.

There are 21 episodes to this season, no episode is missing, but the numbers aren't correctly attributed due to his unusual first episode.
