These are resubmissions of earlier submissions that also WERE MOT processed. This is very strange since other birth/death information that came from the same source WERE processed! This inconsistency is baffling. Were the sources even checked?

You submitted it on May 16, 2020.
The oldest non-processed items for Birth Date and Death Date are from June 4th. I suspect that this is a lag.
https://contribute.imdb.com/times
As IMDB state here: "If your submission predates the "oldest item" data on the Data Processing Times page by more than a day then it has likely been rejected by our editors. "

I guess that you can resubmit it with further evidence. IMDb requires a lot of proofs approved a Death date or a Birth Date.

Hi Bradley Kent -
I can see that the birthdate you submitted was not approved because our editors were unable to verify the information based on the Wikipedia link and need additional verifiable source links.
Regarding the death date submission, this should have been approved based on the news article you provided, I have now approved this.
Once you have additional verifiable sources regarding the birthdate, please re-submit and our editors will take another look.

Curiously, the Wikipedia entry on Matthew Seligman says:
Matthew Seligman
Born14 July 1955
Pentageia, Cyprus
I was NOT submitting the birth date, BUT the location of birth.
Curiously, the submission on Zev Bufman was not about the date nor place of death, BUT about the cause of death.
Some faulty assumptions were made here by the staff. Seligman ALREADY had his date of birth, BUT was missing the location. Bufman ALREADY had the date and place of death, BUT was missing the cause.
