An Indian Movie "Rangitaranga" is rated with 9.5. Still I cannot find it in top 250 list.

At the bottom of the Top 250 listing you will find this regarding the calculation for inclusion:

The formula for calculating the Top Rated 250 Titles gives a true Bayesian estimate:

weighted rating (WR) = (v ÷ (v+m)) × R + (m ÷ (v+m)) × C

Where:

R = average for the movie (mean) = (Rating)

v = number of votes for the movie = (votes)

m = minimum votes required to be listed in the Top 250 (currently 25000)

C = the mean vote across the whole report (currently 7.0)

For the Top 250, only votes from regular voters are considered.

An FYI, IMDb does not, and will not, specify what qualifies someone as a "regular" voter. Also note that the minimum votes required is 25,000.

LuvsToResearch provided the criteria that IMDb uses for a film to be eligible for the IMDb Top 250

RangiTaranga (2015) only has 607 votes, which is well below the minimum of 25,000 votes from regular users. Even when this film reaches 25,000 votes it is unlikely to be included in the IMDb Top 250:

1. IMDb uses the weighted rating (WR) to determine the ranking of films.
weighted rating (WR) = (v ÷ (v+m)) × R + (m ÷ (v+m)) × C
WR = (25000 ÷ (25000+25000)) × 9.5 + (25000 ÷ (25000+25000)) × 7.0
WR = (25000 ÷ (50000)) × 9.5 + (25000 ÷ (50000)) × 7.0
WR = 0.5 × 9.5 + 0.5 × 7.0
WR = 8.25

This would put RangiTaranga (2015) towards the bottom of the IMDb Top 250.

2. Historically, the ratings for films tend to decline over time. Fans for films tend to see film before other viewers, and tend to give higher ratings than other viewers. This film is unlikely to maintain a rating of 9.5 by the time it receives 25,000 votes.

3. The percentage of voters who are regular voters is usually much less than the to number of votes.
