Peter, I believe that actors in photographs can only be credited on IMDb if they are specifically credited for the feature that the photograph appears in. This has happened only a few times in my experience and I can only specifically remember it happening in an episode of Dietland. I had to consult the guide as to whether the still counted as an actual credit or whether to treat the credit as "credit only" (since the actress otherwise did not appear in that episode.)

- The content was created specifically for the title and they do receive an on screen credit: they should be credited as reflected on screen with the addition of a (credit only) attribute.
- They are not featured in the end credits: they can be listed with the 'uncredited' attribute - this should be submitted as Photographic Model in Miscellaneous crew.
- If the content is not explicitly created for the title and they are credited: they should be listed with the 'credit only' attribute
- They are not credited: they are not eligible for listing as a filmography item, but can be submitted as “Bio: Other Works” or “Title: Trivia” (as long as it adheres to our Trivia policies)"

Can the "(deleted scenes)" attribute be used if the credited person who appears in a photograph in the movie and created for it also appears in a scene cut from the original release but published later?

Just to clarify, this attribute is only eligible if the individual was credited on-screen for the original version of the film.
So for example, on "Solo: A Star Wars Story" Michael Kenneth did not receive an on-screen credit even though he shot several scenes for the film, his role was re-cast and since he wasn't credited he is ineligible for a credit. This would also be true even had he been featured on the poster image or other promotional material, the credit would still be ineligible because he was not credited on-screen.

The actors appears in the short. The appears in photographs and they are credited. But, by the moment Elizabeth Taylor, Elton John, Sharon Stone, Will Smith, Ashley Judd and Tom Hank dont appear atte IMDb.
