Yotta Kasai is vote spamming his short movies with fake votes. Example: http://www.imdb.com/title/tt2679334/r... See how few of them have entered their sex and how many votes his films get.

http://www.imdb.com/title/tt0310337/r... and http://www.imdb.com/title/tt0289914/r... seem to be good candidates for vote stuffing, too.

The issue with Yotta Kasai has been flagged up for years now.
I see the Wikipedia article was finally AfDed in October 2012 after a number of speedy deletions were reverted (it is also locked, so only admins can recreate it because of the number of times it has lurched back from the dead). The discussion is worth looking at as there are no reliable sources (I notice all the sock puppets tried to use IMDB as a source, which gets awfully circular) and it is even difficult to find out if they exist (although they do seem to be a real human, not an elaborate meta-fictional joke from SomethingAwful or 4chan):

Staff have suspended voting before pending investigations:

Does the fact that you can vote on it again imply IMDB knows this title exists? Does a copy of Carnivores now reside at IMDB Towers? Even if it did, it seems so hard to actually find that this has been the target of widespread vote stuffing.

They could do what they did to this title by removing votes from appearing on the main page (http://www.imdb.com/title/tt2199711/) and by doing so will remove it from any title search using "votes" or "ratings"...
