Currently the site can only use the Western European characters (plus Cyrillic, although this can only be used in AKA titles and only with a complicated submission routine).

IMDb was developed many years ago, and at the time I first submitted data, we had to use specific encoding as several parts of the web still were working on 7-bit ASCII.

The IMDb database still uses 8-bit ASCII, and so is limited to 255 characters.

There have been plans to move to Unicode for several years, but this is a major change, as every part of the system needs to be checked to ensure that there will be no problem. For example the pipe character (|) was used as a field delimiter, and they would have to be certain that there is no part that would see that code as a control if it was actually part of a 2-byte code.

IMDb has been updating various subsystems over the past couple of years (they just switched to a new Name subsystem last month). Hopefully, this redesign includes making the system Unicode-capable.

The switch to Unicode will almost certainly happen, but I don't expect it soon.

And it may take longer to implement Arabic than other languages as the right-to-left direction increases the difficulty of implementing it.
