Do you mean a feature film?
I know of one Tv comedy show where an episode ends like that. There’s an episode of “Dad’s Army” where Cpl. Jones ends up going round on the sails of a windmill.

If it is not the movie, at least it is a movie between 1940 and 1950 with windmills and spies.

It is not Foreign Correspondent. A windmill does play an important part, but not the scene described.

A real long shot, but there was a 1974 movie called THE BLACK WINDMILL that starred Michael Caine and involved spies, and at the climax had a fight in a windmill in which the villain and his henchman were killed. I think I may actually have seen it, but I can't remember it well enough to recall if either of the bad guys ended up on a vane of the windmill.
