Which is the correct episode title?

For "Fraud Squad" (1969) {Robbing Peter... to Pay Paul (#2.3)}
https://www.imdb.com/title/tt0582606/reference, I've found a Youtube video https://www.youtube.com/watch?v=FZEckjnqKNk which displays the title as just "To Pay Paul", rather than the normal phrase "Robbing Peter to pay Paul". Other databases such as https://www.thetvdb.com/series/fraud-squad/seasons/2 and http://www.tv.com/shows/fraud-squad/episodes/ give it as "Robbing Peter... To Pay Paul", but https://www.memorabletv.com/tv/fraud-squad-itv-1969-1970-patrick-oconnell-joanna-van-gyseghem/ lists it as "To Pay Paul", as for the on-screen title. Unfortunately the recent re-release on DVD doesn't list the episode titles on the packaging, so that neither confirms nor refutes the prospective change, though I imagine that the Youtube video is taken from that DVD.

Given that there is no jump cut in the title music in the Youtube video that could correspond to the omission of a previous screen displaying "Robbing Peter", I think "To Pay Paul" is the definitive title.

Am I correct? I submitted a title change as 190103-190932-122000 but it hasn't been published, despite an accompanying explanation, whereas all the other episode title corrections submitted at the same time have been published.

You are correct, if the on screen title is listed as "To Pay Paul" we would go by that. I've made the amendment on your behalf now.

Thanks. Just as added confirmation, I've managed to track down a scan of the TV Times listing magazine for that episode https://i.imgur.com/6BJ8ETTh.jpg and it gives the title as "To Pay Paul". The photo that accompanies the entry has the title "Robbing Paul" but this is the magazine's own headline for the article/photo, not the episode title.
