Once the film has a release date in IMDb, the ability to vote appears. So if someone posted the screening last week as a release date (which would be a fact), then voting is possible.
Since you didn't share the url or even the title of the film, not much more can be said.
Perhaps it's this, which has a 2018 release date in Malta (and a rating of 4.4):

Hello and thank you for your clarification. It makes sense now. So anyone who watched the movie back in February 2018 (1 night only) and whoever was present in Sao Paolo last week at Cinefantasy Festival can vote?
