Who determins the 'genre' tags (located top of the page, next to run time) for a film on the IMDb site?

I'm asking because a lot are wrong ie: Gandhi is labelled as - Biography, Drama, History which is correct (although I would personally swap History with Drama so it is second. Am I being too pedantic?)

However, The Untouchables is labelled as Crime, Drama, History - History should not come anywhere near this film as it isn't even 'dramatised' just plain fabricated.

AT almost evry movie it show all genres so i think one movie cant be comedy drama horror mystery all genre at once but ...a lot of genres are wrong we have to use with them...sorry my english suks...

As you will note from your examples - no one determines the order of the genre labels, they are alphabetical.

I'm sure there has been a suggestion that IMDB implement a system to order the genres (like voting for it) but it would be a lot of effort for a very minor change and it would still be subjective - the order of genres you prefer might not be the emergent consensus.

Who determines the genres? As with most other data, there are submissions from users and there are one or more editors who determine what to list. You can suggest corrections yourself if you want to.
