Who determins the 'genre' tags (located top of the page, next to run time) for a film on the IMDb site?

I'm asking because a lot are wrong ie: Gandhi is labelled as - Biography, Drama, History which is correct (although I would personally swap History with Drama so it is second. Am I being too pedantic?)

However, The Untouchables is labelled as Crime, Drama, History - History should not come anywhere near this film as it isn't even 'dramatised' just plain fabricated.

Who determines the genres? As with most other data, there are submissions from users and there are one or more editors who determine what to list. You can suggest corrections yourself if you want to.
