I recently attended the screening of a movie and I have tried to add a rating on its page for the last two or three weeks, but it does not allow me to do so. Is this a bug?
Here is the page of the movie: https://www.imdb.com/title/tt9332718/reference

Hi Edgar
You saw a pre-screening. It officially has not been released. If you know this to have had a wide release than edit the page's release date, then you can vote on it. But you will need proof if you submit a date. Otherwise you will have to wait for the Official release date. Then you can vote on it.
You see it says 2019

If you know this to have had a wide release
Any public screening is sufficient, not just wide releases. From https://help.imdb.com/article/imdb/track-movies-tv/faq-for-imdb-ratings/G67Y87TFYYP6TWAV

IMDb registered users can cast a vote (from 1 to 10) on every released title in the database.

From https://help.imdb.com/article/contribution/titles/release-dates/GVUUDEPJNAW6G35P

This section records when a title was released to the public in a particular country ... This includes any festival release dates.

(I wonder what Cruella de Vil is doing in a movie about a police investigation.)

She changed her name to Violeta Venus and was shot by the police.
