I recently attended the screening of a movie and I have tried to add a rating on its page for the last two or three weeks, but it does not allow me to do so. Is this a bug?

You saw a pre-screening. It officially has not been released. If you know this to have had a wide release than edit the page's release date, then you can vote on it. But you will need proof if you submit a date. Otherwise you will have to wait for the Official release date. Then you can vote on it.
