Why is 'like stars on earth' higher rated in top 250 but lower rated in top indian 250?

'Like stars on earth' is ranked 8th in top indian 250. But in the top 250 movie list it is the first indian movie at rank 81. Looks like both the lists are completely skewed. 

Looks like imdb employees build their own rating lists based on their wishes.

81 is fairly high in the IMDb 250. Plus the top ten films in IMDb Top 250 have at least an 8.9 If you notice the other films around "Like Stars on Earth", you'll find that they also have between an 8.4 and 8.6.

The list is ranked by a formula which includes the number of ratings each movie received from users, and value of ratings received from regular users
The definition of regular users is different between the main top rated list and the Indian top rated list since it is a newer list so the voting pool is different and therefore the results different.  Over time the voting pools will gradually become the same.
