Why is The Mechanism (O Mecanismo) not included in the top TV shows?

Its rating qualifies it for top 20, it has much more than 5,000 reviews (31k) and has aired more than 5 episodes. And yet it's not even in the top 250. Any idea why?

According to the rating, a title should be included in the Top Rated Movies / Top Rated TV Shows. Why isn't it included? Only votes from regular IMDb voters (i.e. people who regularly vote on IMDb) are considered when generating the Top Rated Movies and Top Rated TV Shows lists. In addition to that, a title must have received a minimum amount of votes (currently 25,000) in order to appear in one of these lists. For details on how these lists are determined, please navigate to the list and scroll to the bottom. To maintain the effectiveness of the Top Rated Movies and Top Rated TV Shows lists, we do not disclose the criteria used for an IMDb user to be counted as a regular voter.

Agreed that according to the criteria described at the bottom of the Top TV titles page, this show meets the minimum number of votes and episodes, so it must be the extra requirement:

And when you look at the breakdown of the ratings, the 22 votes from the Top 1000 raters average only 4.8. Only 22 votes may not matter, but those are very likely to all be included in the special average for the Top 250 ranking.

The one thing that's not clear to me: does the 25,000 minimum apply to all raters, or the "regular voters".

For IMDb staff:  the Top 250 page says the minimum is 5,000 votes, not 25,000; which page is correct?
