I'll cite 3 movies as examples: Ran & Seven Samurai directed by Akira Kurosawa and The Last Samurai directed by Edward Zwick. Doesn't IMDB cover these actors as carefully as it does American actors?
IMDB relies on a number of sources for their photographs: people adding themselves (or their representative doing it) or photos being supplied by wire services or film-makers adding production stills. I suppose there is a language barrier at work and the actors in the early Kurosawa films are going to be caught in the trap that there are unlikely to be many photos coming in from wire services or people adding production stills, some might even be alive to add themselves.
So if no one is sending IMDB photographs, then there aren't going to be any on the site.
