Why use an app for a device that has Safari or Google Chrome or Mozilla Firefox onboard ?
The argument that Windows 8 has Internet Explorer isn't really relevant.
The Apple iPad has Safari.
The Android tablet has Mozilla Firefox or Google Chrome.
Why do they get the app and Windows 8 & 8.1 doesn't ?

When I read Windows 8, what comes to mind is windows 8 is an OS; not a device. Simply stating windows 8 implies usage on a computer which typically would not require specialized apps.
Had you said windows phone in the statement; it would have been more clear to me.
I understand a windows phone might be nice to have an app for it. "Windows 8" is a bit vague without knowing the device in question.

I mean Windows 8 & 8.1, the really first tablet operating system.
On a touchsreen device an app is easier to use.
A device like the Surface or the Lenovo Thinkpad Helix the one I have.
