I visited the IMDB homepage at 0655 central on 11/22/16 and this page was thrown in my face https://eaxieintersena.com/2911818066217/89800c96647895b6309643fd9c496e33/418bbaec3f8e3b74f6bd97b19f... I am pretty sure it's malicious but do not know who to inform.

Hi i actually hit the same link but unfortunately i downloaded the file without thinking. i did a restore point earlier. hopefully this works.
As long as you didn't run anything you should be ok. I do not know if it is malicious but my assumption is based off it wanting you to download an executable disguised as another so in my book that would be malicious.

Was the pop up that you encounter like this one, except directed towards Google Chrome?
I encounter this malicious pop-up periodically on IMDb and other sites through the third party ad server for those sites. The latest example was when I accessed this IMDb page:
http://www.imdb.com/name/nm1688626/
Note: when I just access that page, the malicious pop-up does not occur.
There is a similar malicious pop-up for Chrome:
