Kindle: "no panel available. sync with handset" after irule update/sync

Kindle had been working fine since my last sync almost a year ago.

I added a panel and changed another today, and after sync it does not actually update. The panel menu shows the new panel, but it says "no panel available. sync with handset". The changes to the other page weren't there.

So I tried updating the app, (and remove/reinstall), and now have version 2.1 on there, and now I can't open any panels. Same error. Apparently 2.1 is the most current version in the Amazon app store. Is that the issue?

It appears to be going through the motions of syncing. Whats up?
