Adding video for a track that is not from the original publisher

Am I allowed to add a video for a track that hasn't been uploaded by the official publisher but is still the correct video for said track?

The warning Last.fm gives is: "Please do not abuse this system. Adding videos other than the official video for this track may result in you being banned from adding videos, or from the entire site." Which implies that i'm not allowed to add a non-official video, even if it is the right track.

Btw. In germany you can't see this video on youtube because the copyrights.

That's the point.
I believe the legal notice is for uploading a track from other bands and coversongs.
