Are vote thresholds amended for listener quantity?

It's pretty much as the title says. In relation to votes for correct artist, track, and album names, is a successful threshold based on a percentage / proportion of the votes cast, or is it a hard figure (e.g. 100 'yes' votes cast)?

I know I'm not the only one who's been wondering about the efficacy of these votes. I know some of the artists I listen to have a comparatively small and inactive user base, which renders votes entirely moot for them.

On a related point, it makes getting the main picture changed highly frustrating.

As an example, a singer I listen to has one of her top 5 releases with no artwork added. It has 574 listeners and not one of them has thought to upload artwork for it. The release in question came out in 2012(!). Furthermore, it's the incorrect name as it has the unnecessary iTunes " - single" suffix.

It would be nice to know there is some kind of scaled vote power for artists with fewer listeners.
