Cookie policy banner issue

The big black lower banner to manage and agree with the cookie policy kept reappearing even after I already agreed. I waited it out for something to change and after agreeing probably over 100 times something did change indeed. It's now stuck. I can't get rid of it. I'm on firefox and the issue persists even if all add-ons are disabled.

The banner your writing about doesn't look too large in my browser (Chrome), but it's always there as you say  it's for you.
Same when using Firefox.

I find it annoying at a larger scale when visiting last.fm using Chrome for Android in my phone - it tends to cover a larger portion of the visible page.

I started to believe this is the intended behavior (be there all the time).
If it's not, I'm also eager to learn that from official opinions/answers.

The banner isn't present anymore for me. Don't know what happened, I changed nothing on my side. It took 20% of the lower screen on my 1920x1080 monitor, large enough to not allow for access to any buttons on the lower part of a webpage (for example upload images). I consider that large in my book.
Anyway, this is not an issue for me anymore.

So this thing has returned. Without changing a thing suddenly today I get this big fat banner again which won't go away. It's really annoying, I can't post shouts because the page won't scroll low enough.

Also, can't upload any artist pictures anymore because the upload button is blocked by the banner. Wiki edits are out as well, not possible. Wonderfull.
Funny thing I noticed, when clicking the cookie policy link on the banner it takes me to the cbs interactive website. The banner loads on that page too but there the agree button works and the banner disappears (and doesn't return). It seems to be stuck on the last.fm pages only.
