Well they aren't very feature rich at this point, but I have a small collection of links that I have the highest hopes in right now.

https://libre.fm/user/angriestchair (it has charts, but not all-time right now as far as I know. It's the only one I know of that is this far, still pretty barebones though)

http://www.crowdmix.me/ (all it is right now is a subscription box for your email and they'll email you when it's ready, but I read that one of their goals is statistics.)

You can export your plays with a number of tools (I prefer this one - https://gist.github.com/bitmorse/5201491, it runs very smoothly and you can have it export your loved tracks as well) and import them to libre.fm if you like. I'm not sure about other players, but if you use foobar2000 you can also set it up to scrobble to both last.fm and libre.fm by following this guide - https://www.reddit.com/r/foobar2000/comments/3zaiy6/guide_to_librefm_scrobbling_lastfm_backup_to/.

Listenbrainz has its own import feature, but I believe you can use 3rd party tools as well (haven't tried any). I'm not sure if they have the ability to scrobble yet, but you can reimport plays every now and then and it will overwrite the old ones (with their built-in one, again I don't know about 3rd party), thus preventing duplicates.
