username already used by an inactive user

Hello,
I use the same username on every site for years. Only recently I discovered scrobbling and this site and decided to join. However I was really disappointed by the fact that my original username is already taken since 2009 by a dude, that have never srobbled any song and looks like totally inactive.

Would it be possible to take his name in case i was able to contact him and he would agree with that? Or is it possible for last.fm to ask him for it? Such actions are possible on many social networks like Twitter, YouTube or Twitch.

If you contact the user, and he agrees to delete his old account and/or create another account, you could use his name after 24 hours, as far as I remember. But if he is inactive, he will probably not answer to your PM.

Why simply not to delete dead/inactive accounts after some period of time? Don't get it...

Correct me if I'm wrong, but isn't permanent deletion of accounts not possible anymore? There is only option to deactivate our accounts, which keeps them intact, but invisible until we log in again. Meaning that no one could use our usernames in the meantime.
Also, before the update, after deleting our accounts (back then it was possible) one week had to pass (and not 24h) before anyone could register for a new account with that same username.
