Should have a way to disable the subscription expiry warning

Clients complain about the warning.  It is useful because it gives them a heads up but it is disruption because many people call the helpdesk and it won't go away until the check is processed.  If the administrator could shut it off (each year) that would help.

This will be a feature request as there is no way we can turn off that warning.
