Why can't I change the Windows Live ID that's linked to my Gamertag?

I talked to someone at tech support about this and they said it couldn't be fixed. I can't understand why this would be, and I'm just looking for a better explanation. I want to change the Windows Live ID that's linked to my Gamertag, but whenever I try to do that through the Xbox Dashboard I get an error message saying that it cannot connect to Xbox Live. This is ridiculous because I am already connected to Xbox Live.
When I told the customer support representative who I talked to about this, he told me that it was because the ID that was associated with my account had become "inactive" at some point and had disassociated itself from my Gamertag automatically. Because of this, there is no way to attach an email address to my Gamertag. How is this possible? How can there be no way for someone on the support staff to manually do something as simple as changing the email address in my account?

Hi Ben,

This is a security restriction. The GamerTag together with the Windows Live ID are used to identify you for account management purposes. Without the Windows Live ID, changes cannot be made.

This Major Nelson blog post covers this in part:

I have this problem

When I originally signed up for my xbox live account, I was able to use a gmail account for my email address in 2006. I had gold for a free month then only ever used the silver account. I have just tried to upgrade my account to gold after buying a £40 scratch card and keep recieving error 8015d080

what can you do to help me?

So it's now so secure that it can't be fixed at all? That's short sighted isn't it?What if you get a message saying your Windows Live ID isn't associated with the gamertag? How do you address this problem?

Whenever I try to update my Windows Live ID I got an error stating that I couldn't connect to Xbox Live. That error message is wrong, and I have been able to access all different parts of Xbox live using my gamertag and have recently added 2 friends. I try and log in to xbox.com from my mac and it says I have entered my email address or password incorrectly, I know it is the right gmail adress as i still have the emails from 2006 welcoming me to xbox live.

very annoying i cant get a refund on the scratch card because ive scratched it

Same here... i WANTED TO GIVE MORE $ by signing up to Gold and found out the hard way. Basically, what they told me was that because i did not sign into the X-box for at least 3 months my Windows Live ID was corrupted. What a load of crap. They "escalated" my case (which meant they sent it electronically to someone else...this person made a decision...and sent it back to the Tier 1 agent. Hmmm, does the escalation have the decency of talking to consumer directly? NO! I had the case RE-escalated when a Tier 1 agent called me back and told me: Because the Windows Live ID has been corrupted, and this Gamertag originated from a trial subscription, there is no other resolution but for this customer to create a new Gamertag. Yep...right from the horses mouth because the "Resolution Specialist" read it verbatim from their notes.

Pretty messed up, eh? Practically telling customers that because you showed interest, spent time and effort, and remained loyal to Xbox BUT you didnt sign in for at least 3 months...you have to throw all of that time down the drain.

Similarly, why can't I change the "MS Premier advantage" code once it has been linked to a Live ID.
In case of mistake or wrong Premier password, https://premier.microsoft.com/ becomes totaly inaccessible.

My problem is very similar. The problem is that my xbox live ran out and I got a 3 month membership, here comes the problem. I tried to enter the 25 numbers/letters and I had to enter my WL ID. I had no idea when I got my xbox. But I can't enter my WL ID. It's so retarted in so many ways. And I can't refund it either...
