I can only download files 99% on my computer which has IE 8(or 7, not entirely sure). This means I cant download any files or a new browser. I need to download my anti virus software.

I really dont want to pay all that money for technical support from microsoft so if anyone can help I will send you an e-brownie or e-cupcake, or any other e-confectionary!

Do you have AV software already installed. Over at Microsoft Answers, there is a thread that notes a similar issue: http://social.answers.microsoft.com/F...

You may consider disabling scanning when downloading files from a trusted site to see if this addresses the issue.

Just a thought, but does it say "99%" in the start menu tab? And then you can click on it and bring up a window that say that at the very top? You need to then click the button that says "Close" to close the window. Or if you want to install right away click the button that says "Open".

right click internet explorer icon and select internet properties & clear history, sometimes it gets messy and ends up full & there is a set limit on its size
it downloads to somewere like
C:\Documents and Settings\YourName\Local Settings\Temporary Internet Files
then it moves to were you actualy wanted to save it, if there is no room their, it'll die at 99.9% because first it comes down into the memory (then writes to that folder) then moves to the save location
daft aint it...
