Unable to open the temporary file

Error: "Sending of message failed.
Unable to open the temporary file C:\Users\UserName\AppData\Local\Temp\nsmail.tmp. Check your 'Temporary Directory' setting."

Encountered on Thunderbird running on Vista 32, on attempting to send an email or save a draft.

The reported solution is to delete all files from the %Temp% directory. Regrettably this did not fix the problem for me.

I know the Temp directory is writable because every send attempt leaves ...\Temp\nsemail*.eml and nsemail*.html files.

When an empty nsemail.tmp file was placed in the Temp directory, it got deleted when I attempted to send an email.

The Temp environment variable resolves correctly to C:\Users\UserName\AppData\Local\Temp\.

The Temp file is accessed from Start -> %Temp%
