it would be great if the PGB portal will add the ability to edit the config.xml of an already uploaded app within th PGB portal.
I have faced a need to simply edit something I forgot in the config.xml file in an app I have uploaded
thanks

Do you really want the PGB team to develop and manage/maintain an online editor for something you can do locally within seconds?
(I would rather see them spending their time on live support and keeping this service bug-free and rock solid)

I understand what you're proposing.
But I'm afraid that this would lead to a never-ending wish list, that might in the end consume a lot of time from the small PGB team. As soon as such default editor is in place, people will demand:
- error checking. Only valid PGB elements and plugins should be allowed
- version checking. Only valid versions of plugins and other attributes (e.g. 'phonegap-version') should be allowed
- test/live switch. The live version should have different whitelisting or a different version
- path checking: invalid paths to icons and spashes should not be allowed
- automatic backup/retrieval: previous versions of config.xml should remain available.
Oh, I could go on.
Let me ask you: how much would you be prepared to pay additionally, to have these extra features? Somebody will have to finance them, unless everybody is prepared to have less of something else, insead.

If it helps reduce time/effort to upload some 100+Mb package back and forth just for a few config.xml tweak then why not?
