Could you make an app that monitored the PhoneGap build process and alert registered users when their app has finished, then giving them the option to download/install/run it?

That's a good idea - we'll look into it after the next release of the API comes out (which should allow callbacks after builds, in this fashion).

Isn't this explicitly disallowed by Android market? Or are you distributing from PhoneGap:Build rather than the Android market? My understanding is that we have to publish apps on the Android Market, and then we have to update that app which will notify users of updates to your app (and other apps).
Maybe I've misunderstood the proposal. If I have, could you clarify with whom "registered users" are registered? Thanks.

It sounds like the idea is for a mobile app that presents similar functionality to the PhoneGap Build web site, but with additional support for installing apps. More of a developer tool than something you would distribute to end users of your final apps.
It's an interesting suggestion, but nothing we're actively working on.
