Collaborator with Developer access does not have access to do anything useful

Collaborator with Developer access is unable to manage keys or modify collaborators.
According to your site "Developers can modify the code or rebuild the app. They may delete the app, manage signing keys, or add other collaborators."
I've also tried unlocking one of my keys, but it doesn't show up for the collaborator.

Also, the collaborator shows up twice:
some@email.com Developer Edit Delete
some@email.com Developer (pending acceptance)

The email is obscured for privacy.

Dear Statens

You are referring to defuncted bleeding-edge documentation which no longer valid.

Here are basic principle of collaborating a project:
1- Owner
Own the project / app. CRUD access to app and keys.

2- Developers
Maintain project. READ + UPDATE access to app. READ-ONLY on keys.

3- Tester
Testing project. READ-ONLY on app. NO-ACCESS to keys.

Also, the collaborator shows up twice:

Thank you for your informative answer. Imho developers should be able to rebuild a project from the keys added by owner. Perhaps some restrictions on which keys are accessible to developers would be useful too.

Regardless, I am now wondering if it's possible to transfer ownership of an app?
