Once I've built my app and its on the app store, do I need to continue paying for the service to keep it there or I would only need to start paying again if it needed to be rebuilt?

- Is this your first hybrid App?
- Are you using the Phonegap Desktop App?

You don't have to pay and keep your account alive as long as you don't need PGB.
However, if your app requires a paid account and suddenly, urgently needs to be updated, you're in trouble if you need to renew, first.

you don't need a paid account to create apps. The service is free. Pay if you want. Adobe/Phonegap don't run a charity, so paid as you feel.
Also, it is good to know that you cannot create an app for the App Store with Phonegap Desktop App.
