Basically, iOS publishing without needing a Mac. Obviously, an Apple Developer account is still needed.
At the moment, some steps require a Mac. However, this shouldn't be so. DragonFireSDK, a competing system, offers a windows-only workflow, by building on their servers, for you, and they allow submitting to the App Store without a Mac, by having an online service where their Mac servers upload to your Apple iTunes Connect account for you (you create an account for them with only Technical privileges such that they can't interfere with sales). Several Apps have been published this way.
