I'm trying to subscribe to paid plan, but I got the message: "We are unable to process PhoneGap Build payments remotely for your country. In 5 seconds, you will be redirected to the Adobe Store"

My country is Bolivia and I pretty much tried everything and read other answers to similar problems but I can find where to buy it for my country.

You probably can't. In Latin America, only Brazil is on the list, as can be found in this thread:
http://community.phonegap.com/nitobi/...

Looks like your only options are:
1. Buy a Creative Cloud plan, which includes PGB. It's more expensive than PGB standalone
2. Stay on the free plan. You can create multiple apps by deleting the active app first, then uploading a new zip for your next app, etc. Yes, that's a bit of a hassle and you don't get the extended size limits.
3. Find a friend in Brazil or elsewhere in a country on the list, who buys you the PGB subscription and pays for it. This may have legal impact and ownership consequences, though! Careful.
4. Emigrate to a country on the list. :-)
5. Call Adobe sales support and ask for a solution

Yes, please open up a ticket. I and Petra are always fighting with PGB team to make life better for developers. Sometimes it takes alot of time. Sometimes, it never happens, but without a report nothing will happen.

Yes, open a ticket. Make sure to list your country, and list (as you said) that you have had this issue for four years.

We'll do our best.
Thanks
Jesse

I'll do it only for you two since Petra helped me to solve other issues in the past, but I no longer require a subscription. I "fixed" it by doing a script that uploads the keys, deletes my current apps (for that project), creates the new one, builds and downloads the files (I had to add the deletion part). All done through the API.

Thanks for keeping an eye on this anyway.
Bests.
