Forcing users to get a paid account to submit plugins does your company a disservice. The more plugins that are available through PhoneGap Build the better the service is for ALL your users, PAID and free a like.
At the very least, you should allow all users to submit plugins but restrict private plugins to paid accounts.
Additionally, free collaborators to paid account apps should be able to submit plugins private or public for that paid app and should be able to see the private plugin pages used by the paid app they are a collaborator for.
Not having these features is just poor service design and encourages your users to manually build phonegap apps themselves.
