Any page admin should be able to change the name of any app tab:

    1. Log into Facebook with an account that has admin rights to your page.
    2. Go to the Facebook page where the campaign is published.
    3. Click on the Edit Page button on the top right corner.
    4. Click on Apps in the left navigation menu.
    5. Search for the app/tab you wish to rename and click on the "Edit Settings" link for it.
    6. An Edit Settings dialog will appear. Enter the new name into the Custom Tab Name field and click Save, followed by the Okay button.

The Offerpop tab can be set as the default landing tab for non-fans by following these steps:

    1. Log into Facebook with an account that has admin rights to your page.
    2. Go to the Facebook page where the campaign is published.
    3. Click on the Edit Page button on the top right corner.
    4. Click on Manage Permissions in the left navigation menu.
    5. Find the Default Landing Tab field and select the tab you wish to set as the default for non-fans.
    6. Click on Save Changes.

Please note that fans of your page will be defaulted to your page's wall. For more information, see the official Facebook FAQ: https://www.facebook.com/help/?faq=18277.

Also, if you want to make it easier for your fans or anyone who visits your wall to find out about your tab, check out some of the tips in this post:
