After 23 days PayPal's 2 deposits not showing in Bank Account.

I tried 3 times to verify my bank account, and each time the 2 small deposits do not show in my bank account after many days. 3 months later I still can't lift my sending limits, and I have $200usd in the PayPal account I can't use.
I had to switch my US bank which was confirmed but not verified, as I'm temporarily living in another country, and had to use a bank in this country, so I closed the US account, and opened a local account in this country which they cannot seem to get the deposits in.
I'm so upset, I think I'm going to join a PayPal hate group if this keeps up.
I'm actually thinking that PayPal wants to steal my remaining $200usd, as I can't use it until they make those deposits to verify this new bank account.

My bank says these deposits were not made, and PayPal (in this country) are totally useless. They had me fax my passport and account info, (for the purpose of doing manual bank verification) then sending me an email stating we cannot verify your Credit Card. It was for a bank verification. I have no credit card. Do they have rocks in their heads or what?
I just started a new/different US account and already verified that one with my US bank.
The account in this country is still not verified, as I'am very displeased with the service toward me in this country.
What a nightmare.
I'm sure you can't help here, as you'll just suggest emailing PayPal or calling them, which I have already done countless times. Each time being a waste of phone service, as they are unable to help with deposits not showing up in ones bank account. Neither is my bank.

PayPal is a nightmare. How is it possible the 2 deposits to verify do not show in the account. I think it's a trap PayPal discovered they could use to steal money from it's customers, and if this doesn't get resolved, I'm going to spread the word, all over the internet, and talk to a lawyer, to see if I can make a case.
