PayPal ask me to add a new credit card??

I have joined PayPal since 2006 and my account is verified and linked with 2 credit cards. I just started to buy goods from eBay only this year.

But when I want to pay for what I have won, PayPal often asked me to add a new Credit Card. I have linked and verified 2 of my credit cards and still got the same problems. The available credit of these 2 cards are more than enough for me to pay for anything that I bought.

I have contacted the support many many times and no one seems to care. All they ask me is just to be patience and keep trying. No any real solutions were provided. I wouldn't mind submitting any other proofs or verification if needed in order to be able to pay items I have won. But none were asked.

As I am new in eBay and want to maintain a good record, this won't help me in achieving that.

My main complain is that nobody from PayPal even tried to solve my problems. All they could come up with some stupid excuses without telling me the main reason for this to happen or how do I solve it. After several inquiries, all I get is a reply like this:

were confirmed/verified. I thought a confirmed/verified customers do not

The ugly thing is that the PayPal support reps doesn't even have any idea what I am talking about. My account wasn't on-hold or suspended or need any account restoration. I can't find nothing that ask me to do anything like what he/she said about account restoration on my Account Overview page. I bet he didn't even check my account like he/she said in his/her mail.

And worst, there were no emails or names for me to follow up or contact as I can NOT reply to his/her mail. That means I have to lodge another inquiry and re-explain what is my situation.

I just think this is stupid...

Hi Gunawan-

I have escalated your concern and you should be hearing from someone today.

For the party that responded that you are encountering this problem too, you will need to post your own circumstances under a separate thread. PayPal has a number of reasons for holds and the circumstances surrounding a hold are specific to each account.

I'm having a similiar problem, a few days ago i was asked to link and verify my card when i was placing an order, what i did. Now i'm a Verified User.

Yesterday i tried to place the same order but the system shows me the same message, that i reached my ability to send money and asks for another card.

I'm outside U.S and i'm Verified, the seller is also Verified. I send three questions to the PayPal help center but always get the same answer, saying that is a issue with the 'security protocol'.

Something changed in the system, i always bought stuff on the same site and this never happened.

I still don't know when i will be able to buy at the place, i create an account on PayPal just to buy at that site, and now PayPal Security System won't allow me to buy.

Please contact your local PayPal site's customer service by going to the main page and selecting "Contact Us." You can opt to have your account reviewed by phone or by email. The person you speak to should be able to view the specifics of your account and discuss them in detail.

If the issue persists after speaking to someone, please open a separate thread here for your issue so that we may track the individual case.

Thanks Jason, i already did that three times, always the same answer, that is a security protocol issue, saying that the security measures may affect some accounts in good standing, but i still don't know what i need to do or when i will be able to finish my orders on that site.

I didn't get it, if i'm Verified and the seller is also Verified, why i'm get security issues problems now, and not before, when i wasn't verified?

I will try to make contact with the costumer service by email again, if i can't solve this problem i will open a separate thread here.

I live in Saudi Arabia and I have a verified paypal credit card and I'm facing the same limit problem. Would appreciate getting some help on that since there are items on ebay that I cannot buy.

Hello PrimerX. I had a similar problem and got to find out that the problem is not usually on Paypal's side. Your bank must have placed a limit(usually 500$) on your card monthly. So if you done any transactions up to 500$ in month, you have to wait till the limit is reset, which would be in the next month, I advise you call your bank help center and ask them to explain to you if there is any limit on your card.
Confirm if this works for you.

I had the same problem when I attempted to pay $470 for an ebay item a month ago. Thank to PayPal, I now have ONE EBAY UNPAID ITEM STRIKE.

Hi when I try to link my card to paypal, i got this message.

"That card number is already registered with PayPal. Please enter a different number."

My card is new and I dont think anyone else knows about my card. Could this error message means something else? Like insufficent funds...or...expired cards?

The message you got is a security measure to prevent an unauthorized party from adding a financial instrument to a PayPal account. If there is no one else in your household that may have registered that same card, it's best to have us research where else the card is appearing in our system.

Please contact us so that we can confirm your identity and discuss the specifics of your account and the card. You can reach us by choosing encrypted email or phone after clicking on the "Contact Us" link at the bottom of any page within your PayPal account.

having the same problem.. so far i have sent 4 emails to paypal, they reviewed my account, and yet i still got the same answer..
-security measures,
-the system is automatically set up to be that way-nothing can be done,
-and i will only have to wait to be able to make the payment..
but for how long? my credit card and my account do not have any problem, and i am already a verified user.
im from japan..
need help please.

This thread started with an error message about linking and confirming a credit card, while the most recent post above yours is someone getting a message that their card is already on file with PayPal.

I'm unable to tell which situation you are actually experiencing. Please email me at PayPalJason@ebay.com with your account's first and last name and the email address registered to the PayPal account in question. Let me know what error message you're getting and this will help me better see where I can refer your concern.

In the future, please feel free to start a new post with your specific concern, as replying to another post notifies others on the same thread who may have already been advised how to proceed individually. In this case, it has also created some confusion about which message you might be receiving.

I still face the same problem AGAIN!!!!

Hi Gunawan-

As noted above, PayPal has security measures and models in place that may limit specific transactions. If we discussed specific reasons for not allowing certain transactions, in terms of account security it would compromise the safety of all of our account holders.

I can reitierate some of the suggestions made above...try a different card or try the transaction at a different time. I can't guarantee those will work, but they may be of assistance.
